У статті здійснено аналіз поточного стану металургійної галузі України та оцінено її роль у розвитку вітчизняної економіки. Виявлено, що металургійне виробництво є однією з найбільш конкурентоспроможних сфер вітчизняної економіки, що формує значну частину доходів країни та її експортних надходжень. Тим не менш, за останні роки частка металургійної продукції у експорті істотно зменшилася, що обумовлено істотним падінням обсягів поставок внаслідок військового конфлікту на Сході країни. Також протягом останніх років спостерігалося зменшення частки металургійної галузі у структурі капітальних інвестицій у промисловість, хоча їх обсяг за винятком 2012 року мав тенденцію до зростання. Виявлено основні перешкоди на шляху підвищення рівня інвестиційної привабливості металургійних підприємства, зокрема: технологічна відсталість, висока енерго- та ресурсоємність, низькі екологічні характеристики продукції, нерозвиненість внутрішньогалузевої та міжгалузевої кооперації. Визначено, що для подолання існуючих проблем необхідним є забезпечення іноземним інвесторам можливості придбання необхідного для інноваційного оновлення виробництва обладнання за кордоном шляхом звільнення від сплати ввізного мита та ПДВ при ввезенні в Україну сировини, устаткування, обладнання, комплектуючих та інших товарів, які не виробляються в Україні, але необхідні для оновлення основних фондів у сфері металургії.Це надасть можливість покращити якість готової металургійної продукції, та зробить її більш конкурентоспроможною на зовнішньому ринку, що може забезпечити нові надхождення до металургійної галузі України, частину з яких можливо далі використовувати для модернизації основних фондів, а також впровадження передових енергозберігаючих та безвідходних технологій, пов`язаних також з екологічними технологіями. Ще двома дієвими заходами були б запровадження інвестиційно-інноваційного податкового кредиту щодо сплати податку на прибуток та реалізація державної програми з розвитку банківського кредитування інноваційної діяльності металургійних підприємств. За умовою тісної співпраці з металургійними підприємствами, відновлення та розвиток машинобудівних підприємтв в Українї надасть можливість покривати власні потреби, та також експортувати більш продукцію з набагато більшою доданою вартістю, ніж передбачає сучасна практика. ; The article analyzes the current state of the metallurgical industry in Ukraine and assesses its role in the development of the domestic economy. It has been revealed that metallurgical production is one of the most competitive spheres of the domestic economy; it forms a significant part of the country's income and its export earnings. However, in recent years, the share of steel products in exports has declined significantly, due to a drop-in supply volume as a result of the military conflict in the east of the country. Also, in recent years there has been a decrease in the share of the metallurgical industry in the structure of capital investments in the industry, although their volume with the exception of 2012 tended to increase. The main obstacles to increasing the level of investment attractiveness of metallurgical enterprises are identified, in particular: technological backwardness, high energy and resource intensity, low environmental characteristics of products, and underdeveloped intra-industry and inter-industry cooperation. It was determined that in order to overcome existing problems, it is necessary to ensure that foreign investors can acquire the equipment necessary for innovative renovation of production abroad by exemption from paying import duties and VAT when importing into Ukraine raw materials, equipment, equipment, components and other goods that are not produced in Ukraine, but necessary for the renewal of fixed assets in the field of metallurgy.This will enable further quality improvement of finished products and make it more competitive on the foreign market, which can ensure new revenues to the metallurgical industry of Ukraine, part of which can be further used for modernization of fixed assets, as well as introduction of advanced energy-saving and non-waste technologies related to environmental technologies as well. Another two effective measures would be introduction of an investment and innovative tax credit for the payment of income tax, and implementation of state program to develop bank lending for the innovation activities of metallurgical companies. Renovation and development of machine-building companies in Ukraine will provide an opportunity to cover own needs, and also to export more products with much bigger added value than suggested by current practice, provided that metallurgical companies are in close cooperation with machine-building ones.

The author determines the tendencies of the use of capital investments by Ukraine's enterprises for the technical reconstruction and modernization of the production; estimates the effect of investments on the main sectoral indicators of labor, as well as on the structure and quality of the personnel potential; and defines the key directions of the state's socio-economic policy aimed at the enhancement of the quality of the personnel potential of enterprises (by the example of the metallurgical branch).

The authors describe the westernmost metallurgical center of the 5th—2nd centuries BC left by the aboriginal Itkul' culture of the forest Trans-Urals in 8th/7th—3rd/2 nd centuries BC. It was founded in the upper reaches of the Ufa river, in Serny Klyuch tract, on top of a high (20—25 m) limestone rock with three steep edges, on the ruins of sites and settlements of the Eneolithic and Bronze Age. After the construction of the first copper-smelting complexes, the site of the settlement from the floor side was fenced with a log defensive wall with an external moat 40—42 m long. The ancient settlement is miniature, with an area of about 1,000 sq. m. Two excavations (502 sq. m) explored half of the site and 26 m of the fortification line. The remains of 19 adobe blast furnaces, three adobe platforms for metal processing, several pits and fireplaces for melting metal, three industrial and residential buildings of a frame-and-pillar structure were uncovered. In addition to the clan of metallurgists of the aboriginal Itkul' culture, the population of the settlement included small groups of newcomers: initially, the descendants of the taiga communities of the Gamayun culture, who migrated from the north, from the upper reaches of the Iset' river, later — the bearers of the Gorokhovo culture, who fled from the Tobol region and the lower reaches of the Iset' river under the pressure of the warlike Sargat tribes, the ancient ancestors of the Hungarians who came from the east, from the Ishim-Irtysh forest-steppe. Traces of full cycle metallurgical production were revealed on the site — from copper smelting to casting and forging of finished products. The main part of non-ferrous metal produced by metallurgists of the mountain-forestry Trans-Urals was intended for export to neighboring and more distant territories. A blank of an iron knife-dagger found in one of the furnaces, and a series of Itkul' iron products found in other places, confirm the hypothesis of the emergence of its own ferrous metallurgy in the forests of the Middle Urals around the 5 th—4 th centuries BC.

The article summarizes the results of metal research and metalworking of the Eneolithic cultures of the forest zone of Eastern Europe. In total, 897 products were recorded in the regions of the North-West, Volga-Oka, Kama-Vyatka, Ural-Kazakhstan, including 21 molds. A morphological and typological study of inventory was carried out, the vast majority of which comes from settlements (901); 7 ornaments were found in the burial grounds. The chemical composition of the metal was studied by the methods of spectral and X-ray fluorescence analysis (371 items). Manufacturing technology was studied by methods of metallographic analysis (92 items). In the Forest Eneolithic, metallurgically "pure" copper was used with a slight admixture of other elements. It corresponds mainly to the chemical group MP (copper sandstones of the Urals). Archaeological and analytical data testify to the functioning of the Garino center of metallurgy and the Volosovo center of metalworking in the Volga-Kama region, which are relatively thin compared to the centers of the Circumpontian metallurgical province. Metalworking of the Eneolithic cultures of the Volga-Urals developed under the influence of the traditions of the Cis-Ural pit and Middle Volga Balanovo-Fatyanovo and Abashevo hearths. The initial impulses for the formation of metalworking in the post-Neolithic cultures of the northern forest-steppe and the south of the forest zone could come from the centers of the Khvalynsk Eneolithic culture.

Peculiarities of the metallurgical industry development in the Dnieper region of Ukraine at the beginning of the 20 th century are regarded in the article. The beginning of the 20th century was characterized by the difficult social-economic and political situation. Different aspects of the industrial development of the Dnieper region in the beginning of the 20th century were regarded in the works of the well-known researchers D. I. Shpoliansky, P. O. Khromov, A. L. Tsukernik, O. O. Nesterenko, F. G. Turchenko, I. V. Dovzhuk, O. B. Shliahov. But the materials of the branch press have not been studied enough in their works. The purpose of the article is to analyze the process of the metallurgical industry development in the Dnieper region at the beginning of the 20th century and the influence of the difficult economic and political situation in the country and in the world upon this process. To achieve the purpose of the article we have to regard the influence of the following economic and political events of the world economic crisis, the Russian-Japanese war, revolutionary events of 1905–1907, the First World War and the revolutionary events of 1917. Difficult economic and social situation in the Russian empire and in the world at the beginning of the 20th century, undoubtedly influenced upon the development of the metallurgical industry in the Dnieper region of Ukraine. The world industrial-economic crisis hampered the development of the metallurgical branch. At the same time the process of industry concentration was occurred, syndicates were created, industrial and bank capitals were united. After the world economic crisis the Russian-Japanese war, revolutionary events of 1905–1907, there was the rise in the development of the metallurgical industry: new plants were built and the production was increased. Russia has upgraded from the 50th to the 24th rank between 1995 and 2004 as far as FDI outward flow is concerned [CNUCED, 2005]. Although the Russian FDI stock is still quite limited if compared to other countries, it is five times greater in 2004 than it was in 2000 [BCR, 2005]. The emergence of Russian transnational corporations is a new step in the post-soviet transformation: after the break-up of the old system and a chaotic moment of reorganization, some firms are now building global strategies of growth. This paper addresses this unexpected outcome of the transition process while giving evidence of the trajectory of the metallurgical branch. However, it also focuses on another point. Why do firms internationalize? The scope of the Russian metallurgical shift, its simultaneity and its quickness represent a great opportunity to discuss different hypotheses suggested by the literature and to try to learn from the transition process on that point. This article puts forward an institutional and systemic perspective on multinational corporations. We focus on three kinds of determinants of the internationalization: dynamics of growth based on the resources of the firm, an advantage seeking behavior in order to improve the firm's position in front of its international competitors and a complex interaction vis-a-vis the Russian political power.

Актуальность и цели. Современное развитие промышленности с его подъемами и кризисами обусловливает необходимость детального изучения исторического опыта промышленно-экономического развития Юга России после всемирного кризиса 1900-1903 гг. В последующие годы (1904-19017 гг.) произошли важные политические события в Российской империи. Цель работы проанализировать, как эти политические события повлияли на развитие горной и металлургической промышленности на Юге России. Материалы и мето ды. Решение исследовательских задач было достигнуто на основе использования документов, извлеченных из фондов Государственного архива Днепропетровской области, а также на основе изучения материалов отраслевой технической прессы, которая издавалась в Харькове и Екатеринославе (журналы «Горнозаводской листок» и «Горнозаводское дело»). Методологический потенциал включает: сравнительно-исторический метод, применение которого позволяет сопоставить состояние промышленно-эконо­мического развития Юга России в разные годы; статистический метод, который необходим для анализа данных, связанных с изменениями в добыче угля, а также в производстве металлургической промышленности. Результаты. Исследовано развитие горной и металлургической промышленности на Юге России после промышленно-экономического кризиса 1900-1903 гг., проанализировано влияние на развитие горной и металлургической промышленности важных политических событий, которые происходили в Российской империи в период с 1904 по 1917 г. Установлены особенности развития этих отраслей промышленности в определенные моменты послекризисного периода. Выводы. Анализ процесса развития горной и металлургической промышленности на Юге России после всемирного промышленно-экономического кризиса 1900-1903 гг. позволяет установить основные тенденции развития, которые были в основном довольно высокие, хотя периодически снижались под воздействием серьезных политических событий, потрясавших Российскую империю в эти годы. Царское правительство поддерживало процесс концент­рации горной и металлургической промышленности, способствовало работе железнодорожного и водного транспорта, обращало внимание на решение отдельных профессиональных и социальных проблем. ; Background. The necessity of the detailed studying of the historical experience of the economic industrial development of the South of Russia after the world crisis of 1900-1903 is caused by the modern development of the industry with its rises and crises. The aim of the work is to analyze the influence of the political events on the development of the mining and metallurgical branches of the industry in the South of Russia. Materials and methods. Realization of the research objectives was achieved through the usage of documents retrieved from the collection of the State Archives of Dnepropetrovsk Region and also through studying the materials of the branch technical press published in Khar'kov and Yekaterinoslav (the journals «Gornozavodskoy listok» and «Gornozavodskoe delo»). The methodological potential included the comparative historical method that enabled to compare the state of economic and industrial development of the South of Russia in different years; the statistical method which was used for the analysis of the data related to changes in coal output and production of the metallurgical industry. Results. The author researched the development of the mining and metallurgical branches of the industry in the South of Russia after the economic and industrial crisis of 1900-1903; analyzed the influence of the important political events in the Russian empire in 1904-1917 on the development of the mining and metallurgical branches of the industry; defined the development peculiarities of these branches of the industry during certain periods. Conclusions. The analysis of the development process of the mining and metallurgical branches of the industry in the South of Russia after the world economic and industrial crisis of 1900-1903 allows to define main trends of development which were rather high but were lowered periodically under the influence of important political events shaking the Russian empire during those years. The tsarist government supported the concentration process of the mining and metallurgical branches of the industry, promoted the railway and river transport, paid attention to solving some professional and social problems.

By analyzing a large array of statistical data and the results of own observations, the author evaluates the degree of the effect of the financial-economic crisis of the personnel potential of Ukraine's mining-metallurgical complex, indicates the main tendencies inherent in the labor market of the branch under modern conditions, and proposes some measures aimed at overcoming the crisis phenomena.

Шляхова рассматривались разные аспекты промышленного развития в начале ХХ ст. в Надднепрянской Украине, но отраслевая пресса как исторический источник недостаточно использовалась в их работах. Цель статьи – проанализировать процесс развития металлургической отрасли промышленности в Надднепрянской Украине в начале ХХ в. и влияние на этот процесс сложной зкономической и политической ситуации в стране и мире. Чтобы достичь этой цели, надо проанализировать влияние следующих экономических и политических событий на развитие металлургической промышленности: всемирного экономического кризиса, Русско-японской войны, революционных событий 1905–1907 гг., Первой мировой войны и революционных событий 1917 года. ; Постановка проблеми. На початку ХХ ст. металургійна промисловість у Наддніпрянській Україні розвивалась більш швидкими темпами, ніж в інших районах царської Росії. На цей час Україна стала одним із найбільш розвинених промислово-економічних районів імперії з важливими промисловими центрами − Донецьким вугільно-металургійним, Криворізьким залізорудним, Нікопольським марганцевим басейнами. Україна стала головною паливно-металургійною базою імперії. У 1900 році вона виробляла 51 % чавуну, 52 % сталі, 65 % кам'яного вугілля загальноросійського виробництва. Початок ХХ ст. характеризується складною економічною і політичною ситуацією в країні і cвіті: світова економічна криза 1900–1903 рр., Російсько-Японська війна, революційні події 1905–1907 рр., Перша світова війна, революція 1917 року. Всі ці події вплинули на розвиток металургійної галузі промисловості Наддніпрянської України. Аналіз публікацій. Серед наукових досліджень з проблематики даної статті заслуговують на увагу роботи Д. І. Шполянського, П. О. Хромова, А. Л. Цукерника, О. О. Нестеренка, Ф. Г. Турченка, І. В. Довжука, О. Б. Шляхова [23; 20; 21; 17; 19; 15; 22], у яких вивчалися проблеми розвитку металургійної галузі промисловості у Наддніпрянській Україні. В радянській Україні у 1980 р. вийшла монографія, присвячена розвитку металургійної галузі в Українській РСР, один із розділів якої висвітлює розвиток металургійної галузі на початку ХХ століття. Але галузева преса як історичне джерело недостатньо використовувалася в працях дослідників. Мета статті – проаналізувати процес розвитку металургійної галузі промисловості в Наддніпрянській Україні на початку ХХ ст. та вплив на цей процес складної економічної та політичної ситуації в країні та світі. Висновки. Початок ХХ ст. характеризувався складною економічною та політичною ситуацією, яка, безперечно, вплинула на динаміку розвитку металургійної промисловості в Наддніпрянській Україні. Під час промислово-економічної кризи головним питанням було подолання її негативних наслідків, які виявилися особливо гостро в 1903 році. Знизилися показники виплавки чавуну (в 3,3 раза) та сталі (в 10,8 раза), скоротилася кількість доменних печей. На сторінках галузевої преси друкувались аналітичні матеріали, в яких провідні фахівці галузі, підприємці, урядовці аналізували причини та наслідки кризового становища і, головне, надавали практичні рекомендації щодо їх ліквідації або пом'якшення. Під час світової економічної кризи (1900–1903 рр.) інтенсивно відбувався процес концентрації промисловості, створювалися синдикати і акціонерні товариства. Наприклад, з'явилися синдикати «Продамет», «Трубопродаж», «Цвях». Синдикату «Продамет» належало 4/5 всієї металургійної промисловості Російської імперії. П'ять найбільших заводів Наддніпрянської України виробляли майже половину всього чавуну регіону. Одночасно відбувалася концентрація банківського капіталу та його об'єднання з промисловим. Банки перетворювалися на монополістів, які володіли капіталами, виробництвом і сировиною. У складний політичний і соціально-економічний період, який тривав із 1904 до 1917 р., промисловий розвиток Наддніпрянщини відчув прояви як піднесення, так і депресії, які були викликані Російсько-Японською війною, революційними подіями 1905–1907 рр., Першою світовою війною та революційними подіями 1917 р. Галузева преса приділяла увагу проблемам, пов'язаним зі створенням та діяльністю синдикатів. З'їзд гірничопромисловців Півдня Росії взяв під свій захист синдикат «Продвугілля», незважаючи на судовий процес із приводу його монопольної діяльності, в той час, коли самодержавний уряд звинувачував синдикат у створенні вугільного голоду та підвищенні цін на пальне. У такий непростий період змінилося співвідношення виробництва металургійної продукції Півдня Росії та Уралу. Промислові показники металургії Півдня Росії та Уралу в міжкризовий період коливалися в бік збільшення незначно, але детальний аналіз показав, що виплавка чавуну на Уралі зменшилася, а на Півдні Росії зросла. З 1915 року вперше в історії Наддніпрянської України гостро постала проблема залежності виробництва від політичних і соціальних аспектів.

Невзирая на сложную экономическую и политическую ситуацию в начале ХХ в., металлургическая промышленность Надднепрянской Украины развивалась быстрее и обогнала металлургическую отрасль Урала. Анализ публикаций. В работах известных исследователей Д. И. Шполянского, П. О. Хромова, А. Л. Цукерника, А. А. Нестеренко, Ф. Г. Турченко, И. В. Довжука, А. Б. Шляхова рассматривались разные аспекты промышленного развития в начале ХХ ст. в Надднепрянской Украине, но отраслевая пресса как исторический источник недостаточно использовалась в их работах. Цель статьи – проанализировать процесс развития металлургической отрасли промышленности в Надднепрянской Украине в начале ХХ в. и влияние на этот процесс сложной зкономической и политической ситуации в стране и мире. Чтобы достичь этой цели, надо проанализировать влияние следующих экономических и политических событий на развитие металлургической промышленности: всемирного экономического кризиса, Русско-японской войны, революционных событий 1905–1907 гг., Первой мировой войны и революционных событий 1917 года. ; Постановка проблеми. На початку ХХ ст. металургійна промисловість у Наддніпрянській Україні розвивалась більш швидкими темпами, ніж в інших районах царської Росії. На цей час Україна стала одним із найбільш розвинених промислово-економічних районів імперії з важливими промисловими центрами − Донецьким вугільно-металургійним, Криворізьким залізорудним, Нікопольським марганцевим басейнами. Україна стала головною паливно-металургійною базою імперії. У 1900 році вона виробляла 51 % чавуну, 52 % сталі, 65 % кам'яного вугілля загальноросійського виробництва. Початок ХХ ст. характеризується складною економічною і політичною ситуацією в країні і cвіті: світова економічна криза 1900–1903 рр., Російсько-Японська війна, революційні події 1905–1907 рр., Перша світова війна, революція 1917 року. Всі ці події вплинули на розвиток металургійної галузі промисловості Наддніпрянської України. Аналіз публікацій. Серед наукових досліджень з проблематики даної статті заслуговують на увагу роботи Д. І. Шполянського, П. О. Хромова, А. Л. Цукерника, О. О. Нестеренка, Ф. Г. Турченка, І. В. Довжука, О. Б. Шляхова [23; 20; 21; 17; 19; 15; 22], у яких вивчалися проблеми розвитку металургійної галузі промисловості у Наддніпрянській Україні. В радянській Україні у 1980 р. вийшла монографія, присвячена розвитку металургійної галузі в Українській РСР, один із розділів якої висвітлює розвиток металургійної галузі на початку ХХ століття. Але галузева преса як історичне джерело недостатньо використовувалася в працях дослідників. Мета статті – проаналізувати процес розвитку металургійної галузі промисловості в Наддніпрянській Україні на початку ХХ ст. та вплив на цей процес складної економічної та політичної ситуації в країні та світі. Висновки. Початок ХХ ст. характеризувався складною економічною та політичною ситуацією, яка, безперечно, вплинула на динаміку розвитку металургійної промисловості в Наддніпрянській Україні. Під час промислово-економічної кризи головним питанням було подолання її негативних наслідків, які виявилися особливо гостро в 1903 році. Знизилися показники виплавки чавуну (в 3,3 раза) та сталі (в 10,8 раза), скоротилася кількість доменних печей. На сторінках галузевої преси друкувались аналітичні матеріали, в яких провідні фахівці галузі, підприємці, урядовці аналізували причини та наслідки кризового становища і, головне, надавали практичні рекомендації щодо їх ліквідації або пом'якшення. Під час світової економічної кризи (1900–1903 рр.) інтенсивно відбувався процес концентрації промисловості, створювалися синдикати і акціонерні товариства. Наприклад, з'явилися синдикати «Продамет», «Трубопродаж», «Цвях». Синдикату «Продамет» належало 4/5 всієї металургійної промисловості Російської імперії. П'ять найбільших заводів Наддніпрянської України виробляли майже половину всього чавуну регіону. Одночасно відбувалася концентрація банківського капіталу та його об'єднання з промисловим. Банки перетворювалися на монополістів, які володіли капіталами, виробництвом і сировиною. У складний політичний і соціально-економічний період, який тривав із 1904 до 1917 р., промисловий розвиток Наддніпрянщини відчув прояви як піднесення, так і депресії, які були викликані Російсько-Японською війною, революційними подіями 1905–1907 рр., Першою світовою війною та революційними подіями 1917 р. Галузева преса приділяла увагу проблемам, пов'язаним зі створенням та діяльністю синдикатів. З'їзд гірничопромисловців Півдня Росії взяв під свій захист синдикат «Продвугілля», незважаючи на судовий процес із приводу його монопольної діяльності, в той час, коли самодержавний уряд звинувачував синдикат у створенні вугільного голоду та підвищенні цін на пальне. У такий непростий період змінилося співвідношення виробництва металургійної продукції Півдня Росії та Уралу. Промислові показники металургії Півдня Росії та Уралу в міжкризовий період коливалися в бік збільшення незначно, але детальний аналіз показав, що виплавка чавуну на Уралі зменшилася, а на Півдні Росії зросла. З 1915 року вперше в історії Наддніпрянської України гостро постала проблема залежності виробництва від політичних і соціальних аспектів.

In work the domestic experience of support of metallurgy is analyzed and the opportunities of effective interaction of branch and state are determined. On the basis of the carried out analysis in work the offered directions of interaction and support of black metallurgy on the part of the state. Is proved, that with the purpose of increase of a level of economic safety of metallurgical branch it is important to use available opportunities for preparation of the Ukrainian black metallurgy for varied conditions of a competition. For such preparation the dialogue of government and metallurgical companies in the decision of questions of interaction of metallurgy with branches power complex, transport, branch of mechanical engineering and construction is important. On this basis it is possible to adjust interaction in metallurgy, to normalize current by functioning of the enterprises and decision of reproduced problems in an iron and steel industry. Is established, that the strategy of development of black metallurgy can not be reduced to the program under to build of capacities under perspective meanings(importance) of demand. In conditions globalization of world economy, complication of needs of the consumers, it is necessary to prepare for rivalry on a home market on the part of the metallurgical companies of other countries. The success in this rivalry will be determined dependent between itself by the technological and organizational factors of competitiveness of domestic black metallurgy. Is shown, that a key strategic task for an iron and steel industry becomes orientation not so much on the future offer of resources and demand for production of area, how many on perspective conditions of struggle and for these resources, and for the consumers, which have this demand. The realization of these conceptual bases will ensure constant economic development of Ukraine at the expense of increase of a production efficiency, increase of competitiveness of production in the external market, positively will have an effect on activity of areas, which consume metallurgical production on a home market, will ensure proof economic increase an internal product, will increase volumes of receipts in the budget of the country and currency receipts, which as a whole will assist increase of a level of economic safety of the country. ; В работе проанализирован отечественный опыт поддержки металлургии и определены возможности эффективного взаимодействия отрасли и государства. На основе проведенного анализа в работе предложенные направления взаимодействия и поддержки черной металлургии со стороны государства. Доказано, что с целью повышения уровня экономической безопасности металлургической отрасли важно использовать имеющиеся возможности для подготовки украинской черной металлургии к изменяющимся условиям конкуренции. Для такой подготовки важен диалог правительства и металлургических компаний в решении вопросов взаимодействия металлургии с отраслями ТЭК, транспорта, отрасли машиностроения и строительства. На этой основе целесообразно наладить внутриотраслевое взаимодействие в металлургии, нормализовать текущее функционированием предприятий и решения воспроизведенных проблем в металлургической промышленности. Установлено, что стратегия развития черной металлургии не может сводиться к программе подстраивания производственных мощностей под перспективные значения спроса. В условиях глобализации мировой экономики, осложнения потребностей потребителей, необходимо готовиться к соперничеству на внутреннем рынке со стороны металлургических компаний других стран. Успех в этом соперничестве будет определяться взаимозависимыми между собою технологическими и организационными факторами конкурентоспособности отечественной черной металлургии. Показано, что ключевой стратегической задачей для металлургической промышленности становится ориентация не столько на будущие предложение ресурсов и спрос на продукцию области, сколько на перспективные условия борьбы и за эти ресурсы, и за потребителей, которые имеют этот спрос. Реализация этих концептуальных основ обеспечит постоянное экономическое развитие Украины за счет возрастания эффективности производства, повышение конкурентоспособности продукции на внешнем рынке, положительно скажется на деятельности областей, которые потребляют металлургическую продукцию на внутреннем рынке, обеспечит стойкое экономическое возрастание ВВП, увеличит объемы поступлений в бюджет страны и валютные поступления, которые в целому будет оказывать содействие повышению уровня экономической безопасности страны ; В роботі проаналізований вітчизняний досвід підтримки металургії та визначені можливості ефективної взаємодії галузі та держави. На основі проведеного аналізу у роботі запропоновані напрями взаємодії та підтримки чорної металургії з боку держави. Доведено, що з метою підвищення рівня економічної безпеки металургійної галузі важливо використати наявні можливості для підготовки української чорної металургії до мінливих умов конкуренції. Для такої підготовки важливий діалог уряду і металургійних компаній у розв'язанні питань взаємодії металургії з галузями ПЕК, транспорту, галузями машинобудування і будівництва. На цій основі доцільно налагодити внутрішньогалузеву взаємодію в металургії, нормалізувати поточне функціонуванням підприємств і розв'язання відтворювальних проблем у металургійній промисловості. Встановлено, що стратегія розвитку чорної металургії не може зводитися до програми налаштування виробничих потужностей під перспективні значення попиту. В умовах глобалізації світової економіки, ускладнення потреб споживачів, необхідно готуватися до суперництва на внутрішньому ринку з боку металургійних компаній інших країн. Успіх у цьому суперництві буде визначатися взаємозалежними між собою технологічними й організаційними факторами конкурентоспроможності вітчизняної чорної металургії. Показано, що ключовою стратегічною задачею для металургійної промисловості стає орієнтація не стільки на майбутні пропозицію ресурсів і попит на продукцію галузі, скільки на перспективні умови боротьби і за ці ресурси, і за споживачів, що мають цей попит. Реалізація цих концептуальних засад забезпечить сталий економічний розвиток України за рахунок зростання ефективності виробництва, підвищення конкурентоспроможності продукції на зовнішньому ринку, позитивно позначиться на діяльності галузей, що споживають металопродукцію на внутрішньому ринку, забезпечить стійке економічне зростання ВВП, збільшить обсяги надходжень до бюджету країни та валютні надходження, що в цілому буде сприяти підвищенню рівня економічної безпеки країни.

Resumen: El objetivo de este artículo es analizar el impacto que tuvo el primer sistema de promoción industrial sobre el sector manufacturero en la Argentina de la inmediata posguerra. Se sostiene que si bien la ley tuvo inicialmente un escaso impacto en términos de los establecimientos afectados y del personal empleado, desde un punto de vista cualitativo logró alentar la producción en un conjunto de industrias de las ramas química y metalúrgica. El trabajo analiza el papel de la burocracia estatal y de los empresarios en la instrumentación del sistema. Adicionalmente, clasifica el tipo de industrias protegidas y revela los límites que los incentivos aplicados tuvieron para el desarrollo manufacturero. ; Abstract: The aim of this article is to analyze the impact of the first system of industrial promotion in Argentina during the post-war years. It is supported that although the law had initially a low impact in the number of the affected establishments and the workforce, from a qualitative point of view promoted the industrial growth especially in chemical and metallurgical branches. This work analyzes the role of the state bureaucracy and of the businessmen in the law implementation. Additionally, the paper evaluates the nature of protected industries, and underlines its limits in order to promote the manufacturing development.

The history of creation and development of the Institute of ferrous metallurgy of the Ukrainian Academy of Sciences named after Z. I. Nekrasov is regarded in the article. IFM has become the scientific center of the development of the metallurgical industry of Ukraine. Researches of the outstanding scientists show their significant contribution in the development of the metallurgical science and implementation of their achievements in the production of the metallurgical industry of Ukraine.Analysis of publications. History of the Institute of the ferrous metallurgy is regarded in the fundamental works devoted to the development of the metallurgical industry in Ukraine and in the works published to the jubilee dates of the prominent scientists academicians Z. I. Nekrasov, V. I. Bol'shakov and others.The purpose of the article is to analyze the process of the creation of the Institute and the stages of its development in the 20th and 21st centuries and to define the influence of the economic and political situation in the country upon this process? To regard the role of the outstanding scientists and influence of their achievements on the development of the metallurgical industry of Ukraine. The history of IFM began in 1939 when it was organized in Kharkiv as a part of the Academy of Sciences of Ukraine. At the beginning of the Great Patriotic war the Institute was moved to Ufa – the capital of Bashkiria. During the war the scientists of the Institute tried to increase the output of metal and special steels for the defence industry. In 1943 the Institute moved to Moscow and then to Kiev. In 1952 it was decided to move the Institute to Dnepropetrovsk. In order to combine the scientific researches and production of metal. Z. I. Nekrasov was elected Director of the Institute. The departments of the Indtitute were headed by academicians Z. I. Nekrasov, A. P. Chekmariov, K. F. Starodubov, Correspondence Members of the Ukrainian Academy of Sciences K. P. Bunin, S. N. Kozhevnikov. Professor N. O. Voronova.Conclusion. In 1960 the site for the construction of the laboratory base was given to the Institute, It was near the Botanical garden. Academician Z. I. Nekrasov creates the Institute of his dream. After creative rise in 1960–1980s the Institute survived during difficult 1990s and remained the leading branch scientific research Institute. IFM has saved high scientific potential and continues to carry out complex scientific research works in the field of the ferrous metallurgy. Academician V. I. Bol'shakov was Director of the Institute for about 20 years (1996–2015). The Institute collaborates with all big metallurgical plants of Ukraine, countries of UIS, China, Japan and other countries. ; Постановка проблемы. Исследования выдающихся ученых-металлургов свидетельствуют об их значительном вкладе в развитие металлургической науки и во внедрение научных достижений в производство, в развитие металлургической промышленности Украины.Анализ публикаций.
